what is his speed of A moving observer?

The period of an oscillating weight on a spring measures in a laboratory on earth is 1.80s. A moving observer measures its period as 2.20s. what is his speed(c=3.00x10^8m/s)

Answer 1.72x10^8m/s

i am not sure how to solve this one

Time dilation:
the time for the moving observer is gamma * the proper time.

gamma = 1 / sqrt (1 - (v/c)^2) = observed time / proper time

Solve for your speed:
v = c sqrt (1 - (proper time / observed time)^2)
